I think it is fair to say that there is a realisation on the part of the government and an acceptance of what we have been saying for a long time, that the proximity talks format is a failed format and the governments will examine other ways of how to move us into direct talks with the Orange Order.

One would expect an inquiry into events which took place a quarter of a century ago to be conducted in public. That would at least go some way towards assuaging long-held suspicions of a cover up over alleged involvement of elements of the Northern security forces in the bombings.
