However you define it, one thing is for sure, homelessness in Ireland is increasing. And unlike other European countries, where only 60% of services for the homeless are provided by voluntary organisations, in Ireland, the voluntary sector accounts for a whopping 90% of help provided... So far the time being at least, it looks as if the homeless are still going to be more dependent on private support than on a cohesive, government-supported and inadequately funded government plan.

We are clearly rejecting this. He has proposed naming ministers, and then in between IRA decommissioning. This is not part of the Agreement. Our position on the decommissioning issue is that it has to be dealt with in the context of the Good Friday Agreement. It is not a precondition.
