Mac Néill reminds readers that the Home Rule Act having been placed “on the statute book” in September 1914 was suspended until September 1915 or until the war ended, whichever was first. In September 1915 it was suspended until St. Patrick’s Day 1916 and then, in early March, the English Privy Council met and suspended it again until September 1916. “Never was such a legislative mess contrived as the present position of Home Rule”, says Mac Néill. 

The Headquarters Bulletin notes the orders to all Brigades and Battalions to hold parades and exercises, followed by evening social events, on St. Patrick’s Day. Sinn Féin is holding an Irish Concert in the Rotunda on that night with a third of the proceeds going to the Dublin Brigade of the Volunteers. 

HQ also notes that the preferred headgear for Volunteers is a soft, wide-brimmed hat like that worn by Canadian and Australian troops.
