This issue carries notes of a lecture on Volunteer organisation delivered by Commandant Éamonn Ceannt to the officers of the Dublin Brigade. He stresses the importance of being able to mobilise at the shortest notice: “Any call, however sudden, should find men prepared. For that reason, arms, ammunition, food, bicycle, and general equipment should be at all times in good order and easily accessible…Every man must know accurately where his Section Commander and his Company Officers live, and be able to find his way to them by day or night.”
HQ Notes state that the Irish Flag of the harp without the crown on a green background is to be carried on parades. It was not until after the Rising that the Tricolour came to be regarded as the National Flag.
